Lambeth Borough Council are looking for the next generation of local government leaders. This new two-year programme offers graduates a unique opportunity to work across a multitude of local government departments leading projects that will have an impact on local residents’ everyday lives.


About the role:

Working Pattern: Full time, 2 year fixed term contract starting October 2020

Across the two years you will work in challenging and strategic placements across the council giving you exposure to a range of different projects, all of which will engage you in work that is vital to delivering the council’s key priorities and contributing towards the

Lambeth Borough Plan. As part of these placements you will have the opportunity to help tackle some of society’s biggest challenges from social care and area regeneration to economic growth and the environment. You will also have a unique chance to work with the council’s senior leadership, thus gaining an insight into what it is like to work at the highest levels of local government.

We aim to help you develop to become an effective change agent in the Council, and want to help you realise your leadership potential in a challenging and rapidly changing sector. You will also gain programme and project management skills as your placements will be supported by our new Business and Performance Improvement team.

Whilst on the programme you will also take part in our Emerging Leaders Programme achieving a Level 5 ILM Diploma in Leadership and Management and an apprenticeship in the Operational/Departmental Manager standard upon successful completion of all requirements.

Summary of the role:

1. Undertake a variety of placements over two years across a range of council departments, including corporate. Placements will typically last from 3-9 months and entail a significant level of responsibility or impact.

2. Meet the graduate responsibilities set out in the Graduate Management Trainee Agreement.

3. Carry out the responsibilities of each placement as agreed with the line manager, delivering agreed outcomes to agreed timescales.

4. Pro-actively develop and implement the placement work plan in collaboration with the placement manager. Develop the range of skills set out according to placement opportunities.

5. Take advantage of opportunities to network with senior staff, other graduate trainees and higher apprentices to build up a strong network across the organisation.

6. Maintain an up-to-date knowledge and understanding of key national and local developments as they relate to local government and within specific placements.

7. Contribute to continuous improvement and the achievement of best value.

8. Assist in the support and development of external partnerships on behalf of the council.

9. Participate in the recruitment, selection and mentoring of graduate trainees in subsequent intakes.

10. Promote new ways of working and facilitate change by ensuring buy-in and support at all levels of the organisation

11. Develop a high level of IT literacy and creatively apply business and technical knowledge to enable change

12. Placement responsibilities could include:

       a. Undertaking specific projects to implement council and service priorities.

       b. Preparing and presenting verbal and written reports on complex policy issues to senior officers

       c. Ensuring that service users are involved and consulted on planning and development activities

       d. Initiating, managing and implementing strategic and organisational change

       e. Liaising with elected members, partners, stakeholders and officers on key areas of work, including explaining the need for change and implications of any proposals

       f. Providing change management, business process management and development capacity in the local authority

Essential criteria

1) 2:2 or higher Bachelor’s degree in any field (relate how your learning, your experience of doing the degree and academic achievements have prepared you for this opportunity with examples).

2) A demonstrable understanding of the challenges and opportunities within the Borough of Lambeth preferably evidenced through a direct connection to the Borough such as grew up/schooled/college/university/worked.
